Either you scrap artillery as it is now and start with another concept, or you start accepting that for it to be useful at all it MUST ONE-SHOT things...
@Liang: I THINK he means +1 to EM on small ammos, +2 to med and +4 to large. If so it would put it in line with the other ammos. Lets hope that it was only an ambiguous way of saying it...

All this whining and QQing is the reason it took 2+ years to fix Minmatar. You guys can't even decide how to use Minmatar and balance them. All I've seen in the last 4 pages is:
"Whine, whine, moan, I WANT UBERL33THAXORSHIPS!!"
@Those who say cap is a pointless balance discussion:
Try running a separate Amarr and a separate Minmatar fleet against Curses. I'm willing to bet the Minmatar fleet wins, even if they take losses. Amarr: loss. It matters, plain and simple.
@Those who keep putting out #s about theoretical situations that are likely never to happen:
Exactly. Eve is not pure number crunching and "1v1 or 100v100". If Eve truly were "1v1", it would be balanced sooo much differently. (IE: WoW)
